i have 2 other suggestions, i am from a big city so i am not sure how small your town is and all but i would try to get her to confess with another man while in bed or something maybe he can say to strike it up is " what if you man catches me you will say i rape you" i mean that is too direct but just to give you an idea.
the other would be to get a girl to get with her man and have it confessed that way. men are dumb and if you get a hot enough girl, she will get him to tell the truth.
hope that might help. its messed up what happened.
if everyone knows the truth you gotta find someone who will help to set her up on tape.

maybe find the mother of one of the young boys she dealing with and watch how fast when she realize what trouble she will get into she might just go back and tell the truth. if she is worried about getting into trouble go the abuse girl route then

Have you tried getting in touch with the Innocence Project? They may be able to help. I'm so very sorry this is happening to your brother. My brother is also in jail for "rape" and it was a 4 year relationship. The girl tried to break it off and he was harassing her. (Big mistake, It turned out the girl was actually underage when he started seeing her so they got him for statutory rape.) I wish you the very best.
